Of course you have to be in a position to effect that will. this is exactly what the Bible claims for God. Not only that all things are ordained by him, but also, through providence, He is able to accomplish the things He has ordained. Judas chose to betray Christ yet it was predetermined by God that he should. Not only that, but Judas is still responsible for the choice he made. I read Luther's BONDAGE OF THE WILL this summer. It's a head scratcher. Seems there is a problem with that thing on your forehead again. Even if we are free to chose our actions we are not free to chose the consequences of those actions.
