You seem very willing to speculate on what the article says without having read it. As I interpret what the article is saying, and what you are saying, you would lose the bet(s) in your second paragraph.

BTW, without hedonic pricing, aren't you "comparing apples and oranges?"

Dear Skeeter Bug: If the Govt thought savings was a problem the solution is pretty easy, raise the tax deductible amounts for IRA's and the like. JDN
