Ahem. What law are you talking about? The prior posts' link to the FDIC website will lead you to the chronology. Jimmy Carter signed the S&L deregulation act in March, 1980. Jim Wright, a Democrat, was speaker of the democrat-majority House. Ronald Reagan was sworn in on January 20, 1981, nearly a year later.
