Isn't Windows an enabling technology? I'm not trying to contrast enabling stuff with software applications but software in general with hardware in general, remembering that there are organizations whose operations involve a mixture of both. Both software and hardware can enable or can be at the end of some value chain.

The price of gasoline enabling technology is up again today in Phoenix, but it application software technology probably went up even more in Scottsdale.
