Also since the "surplus" is just "invested" in government debt, it doesn't represent an actual store of wealth that the government can tap in to in the future to pay benefits.
When the SS obligations come due, and the government needs money from the "trust fund", there is no actual money there.
The money will have to come from regular taxes. Anyone want to pay 60% federal income taxes in a few decades?
