tax cuts ad to the debt because otherwise that money could be used to pay down the debt.

Despite the tax cuts the government will bring in more money then it does now. The only reason that debt will not be paid down rapidly is that government spending will increase. In any case the point was tax cuts are not government spending. They may reduce the ability of government to spend more without incureing deficits and if you love increased government spending and hate deficits you have reason to be against tax cuts but that doesn't make tax cuts spending.
