The $400bil will not be all spent in to long after more tests have shown the system can work. Up to know the tests have had mixed results. If $400bil is ever spent it will only be over many years. It would not be spent under a Bush administration unless George is president for 8 years and then his brother takes over for two terms after him... North Korea, Cuba, and Iraq aren't going to role over and honestly become out best friends if we promise to share $400 billion over the next 20 years. They are hungary but that doesn't eliminate the danger. As far as watching Iraq its become a joke. The inspections stopped a long time ago. Tim
