Everyone responds to tragedy in a different way. Sometimes a nervous or sad reaction is to smile or try to stay light on the subject. Sometimes it may be tears. I believe Bush has a great sensitivity to people and their tragedies. He has to remain strong and true to following the law. However, his emotional response is a personal thing based on the way his emotions work. Smiling or seeming to smile does not mean there is not hurt underneath.
