Bids In NZ's 3G Spectrum Auction Total Nearly NZ$100M

WELLINGTON (Dow Jones)--As total bidding in the government's auction of
so-called third generation radio spectrum nears NZ$100 million, there are some
signs the auction may be nearing its conclusion.

Third generation spectrum is a block of frequencies capable of supporting third
generation cellular telephone services.

The government has capped the amount of spectrum a single bidder can obtain,
ensuring the 3G spectrum would be shared among at least three different
groups.

Since the auction began on July 10, the three largest players in the New Zealand
telecommunications sector - Telecom Corp. of New Zealand (NZT), Vodafone
New Zealand Ltd., and Telstra Saturn Ltd. have been regular bidders for the 3G
block.

Then in September Walker Wireless Ltd. joined the bidding. Walker Wireless is
a privately held New Zealand telecommunications concern, which has some
powerful local shareholders, including Auckland businessmen Craig Heatley
and Stephen Tindall, and Wellington investment bank Todd Capital Ltd.

Also late September saw the entry of Independent Newspapers (A.NWS), which
is 49%-owned by Rupert Murdoch's News Corp. (NWS) and itself holds a stake
in New Zealand pay television operator Sky Network Television Ltd. (NZSKY).

However, both Walker Wireless and Independent Newspapers have for the
moment withdrawn from the bidding process.

Monday's final round (round 191) was a clear round. If during round 192, to be
held Tuesday, no valid bids are received and no bids are withdrawn, the auction
will be halted for up to three working days, pending statutory declarations of
non-association by provisionally successful bidders in the 3G spectrum lots. If
suitable declarations are received, the auction will then be concluded.

This leaves Vodafone, Telecom Corp. and Telstra Saturn holding bids for the
3G spectrum.

The total amount bid after 191 rounds is NZ$98,232,631.
