Right now on Fox there is a program re: The U.S. and Russia, Policy of Failure? The theme is Gore was the steward of relations between the two. We failed because we attempted to build personal relationships with officials who were corrupt. Kissinger is saying Russia is also worse off than they were in 1993. We have given them around 20 billion dollars that has been diverted to corrupt officials to a great extent. We haven't had a good "business like" relationship but have tried to have a "buddy buddy" relationship that hasn't worked.
