What I am talking about is just the compilation of data. This data is pretty straightforward and rather limited. Heck, the maximum number of zip codes in the US is 10,000, a rather small database.

Compliance is indeed an expensive proposition. That is why the compliance side of the equation would be up to each individual tax authority to pursue. In all likelihood small ticket items would be ignored, and it is possible that the cost of collection might preclude any collection from any individual.
