I agree. Instead of brow-beating out of state companies why should not the states incur the burden themselves? The answer is that it is expensive to do. They would rather off-load the collection cost on the shareholders of Dell. There are many ways for a state to collect tax revenue. They should be bound to use those that make some economic sense to society as a whole.
