It is also said that while it takes trading volume to raise the price of stocks, they can decline with little volume due to lack of buying.

indeed...that is how it works. for instance during the early '30's bear, the financial press and economists continued to keep hope alive by pointing to the 'economy's strong fundamental outlook' which was supposed not to have changed in the aftermath of the BK. by the time bottom was hit, anyone suggesting stocks may be worth a look was considered a loon however.
