This requires the observer (carrier of the information) to be in the system.
I think it goes beyond, the observer is the system. Quantum uncertainties are resolved by existing in the present and becomming part of the past. In effect, the present is the shockwave of the big bang expanding into future time. Once the wave of present time passes over an uncertainty it has been observed, perhaps not by a human, nor a quasi-conscious worm, nor a slime mold, nor any living entity. It has been observed by the universe as a whole, and becomes resolved, and certain, and part of the past.
