i don't believe so. i have a client who owns towers in the atlanta area and some rural areas, as well... he sells the space (not always at the same rate to each customer) to the wireless providers. it can become quite a stink, b/c it end up where BLS and Sprint are on one tower and a 1/2 mile down the road, you see another tower with 3 other carriers. there has been a lot of local legislation (read: people paid under the table) to limit the # of towers (read: give monopolies to those who have the existing towers).
