In 1997, GW attempted to enact a plan that would increase the state sales tax for the purpose of increasing equitable financial support for the schools and decreasing the reliance of locales on property tax. He recognized the problems of the property-tax-supported district and also that the Robin Hood plan in all its many incarnations was not successful. Unfortunately, he was unsuccessful in getting it passed.

I was looking for an article on the Robin Hood plan because you mentioned property taxes and I know that's a real source of disagreement here, and came on this-- thankfully unrelated to the election-- piece. It does seem to be advocating vouchers but honestly, I didn't realize it at first!!!
