There's a fundamental difference between OASDI which is funded by FICA taxes on employees and employers, and SSI which is funded by general taxes. It replaced another welfare program called OAA (Old-Age Assistance) provided for in the original Social Security Act and funded by the states and federal government. Federal funds are fungible so it is impossible to say what taxes pay for any particular expenditure. In fact, and this is a tasty bit, FICA taxes go into the general fund of the Treasury and then an equal amount is appropriated to the various Social Security Trust funds.
