Also I would think that a GSM/CDMA/WCDMA phone can't be too far off making the raoming issue a moot point.

Would Qualcomm get paid twice for such a phone, once for CDMA and once for W-CDMA? Even though Q's underlying IP for each is the same, it seems Qualcomm could use this as a way to effectively raise the royalties without technically raising the rates and violating contracts.
