Gore is the only one of the two candidates to have a safetly account in case the surpluses aren't as big as projected. And pay down the debt he will just as Clinton did. He knows that to spend too much or cut taxes are both inflationary and will only grow the debt back. He may not be able to make good on all his campaign promises but fiscal responsibility and paying down the debt is a priority. Not so with Bush who wants to leave revenues with the people (mainly the more affluent and just plain rich) while ignoring the deficit altogether just like his father and Reagan did.
