Federal subsidies to higher education have little to do with education. They are for research and special programs. Have nothing to do with ordinary teaching.
Higher education costs increase because no one is interesting in increasing productivity. Unions have little or nothing to do with it -- there are few and powerless. It is the incompetent cowardly administrations. The accreditation system is a hoax -- a union of universities that covers up for inefficiency. Lot of books in the library -- very useful for academic research, but students almost never read them. Generous support for (useless) faculty research. Everyone to have a Ph.D. and sabbaticals.
If you are really interested, look how Apollo Group is making big money running for-profit Phoenix University. It really looks like junk. Pays its faculty half what real universities do. Only requires 2/3 of the classes for credit. Doesn't require Ph.D. and does not like to hire academically experienced teachers. It is run like a high school with an underqualified faculty (in conventional academic terms) but has growing enrollment (biggest university in the US) and makes big profits. Soon, some states are going to fire their university and subcontract it out to Phoenix. Turn a multi-hundred million dollar sinkhole into a source of profits. Oh, Phoenix doesn't have a football team, dormitories or swimming pool.
