Another Bush distortion! A real whopper!

Bush tried to give the impression that the State of Texas paid 4.6 billion for health care. He said "We paid 4.6 billion for health care>" The truth, as reported on the news tonight, was this included private charitable giving by the hospitals in the billions. Now, who is embellishing the facts?
