Arafat has his own compulsions. He could have made a bold choice but his people would have lynched him. However, he needs to cool passions and temperature of his people rather than stoking it.

Arafat does not control Fatah and Hamas. He is afraid that if he used sufficient force to quiet them (which means shooting them) too many of his police will rebel and drop out or go over to them. The only hope is that Clinton persuades Arafat to take charge, and Barak pays him off by handing over more control, especially something in Jerusalem. Barak of course is scared that this will break up his coalition and he will be forced to resign and have another indecisive election. A peaceful outcome is hardly to be expected. The problem is to keep the the necessary civil war inside Palestine within limits and to guarantee that Arafat wins.
