Ever heard about DotBusters? I think (me tentative here) that was an example of ripple effect. Also remember series fire at Black churces. That also was a ripple effect. You have no idea how such things go out of control. All hate crime does in such cases, is it comforts the minorities against crimes targetted against them specifically whose basis is religion, race or ethnicity. Now if you are pointing me the inequity that hate crimes legislation have against the majority, that is an element that I have not thought about it deeper and will get back to you on that later.
