The telephone network has an uptime reliability of 99.999%. To get to the next level of broadband service to the home, where you would have one connection for all communications (phone, data, broadcast etc...), I would argue that the 5 nines requirement is even more important. I am not saying that it is there today, it is not. But it will need to be for broad consumer acceptance (beyond the early adopter phase). I brought up the fuel cell issue to highlight that local power will be even more important because the service provider would no longer be able to power the connection to your home as is done with today's phones, though a battery backup might be sufficient. As far as an enterprise phone system (PBX or Key system), those usually have battery back-up and most businesses will have at least one POTS (POTS = Plain Old Telephone Service) line into the building for emergency services.
