We haven't gone through and assigned quality values to the items on the list.

I agree that the deployment is slower than most expect. I think that the real damper that will slow the infrastructure buildout is that the people that will demand the broadband capabilities are still in high school and college. There are a couple of generations who are happy just surfing low bandwidth sites or avoiding the internet altogether.
