Bloomberg news: During the tax-cut discussion, moderator Jim Lehrer asked Bush if Gore was
correct in saying that the Republican candidate's tax cut would benefit the
wealthiest 1 percent of the population.

``Of course it does,'' Bush said, adding that the richest taxpayers contribute 62
percent of the tax revenue so they would get a sizable share of the cuts.

Another sharp disagreement came when someone in the audience asked the
candidates if they favored legislation that would give people more say in their
medical care.

``We have a direct disagreement on that,'' Gore said. He then asked Bush twice
whether he supported a bipartisan bill approved by the House last year that would
have made it easier for patients to sue HMOs and to challenge denials of service.

Bush did not directly answer Gore's questions, on that issue and on several
others.

``Bush was on the defensive, and he refused to answer question after question,''
said Mark Fabiani, Gore's deputy communications manager. ``These are key
