I thought he was tired of being badgered after having spoken on the question of the sort of affirmative action he would support. The problem is that the term "affirmative action" is, in fact, tainted by association with quotas, set- asides, and timetables. Bush explained in detail the sort of outreach he did approve of, and where it might be applicable, not only in political appointments, but admissions and the awarding of contracts. He explained, for example, that he favored breaking up contract work into smaller parts to allow more bidding, and seeking out minority businesses, encouraging them to bid, and helping them with the process. Gore just kept badgering him on the use of the specific phrase........
