Didn't Bush support the GOP tax plan that would cut Pell Grant benefits, including those for minorities. Is this is an example of Bush's catch phrase "affirmative access?"

Regarding so-called "affirmative access."

* We are in favor of making efforts to find qualified candidates among minorities.

How?

* Helping them overcome barriers to participation.

How?

* Increasing remedial programs that would improve participation.

How?

* And other things to promote diversity that are compatible with maintaining performance expectations.

Like what?
