I disagree, there are lots of reasons for q and nok to agree on one standard, quicker implementation being the biggest reason.

NOK is in no position to make such a deal - even if it wanted to - which is highly unlikely.

And even if Nokia could, Ericsson and Qualcomm have already danced that dance. It's questionable how much music is left.
