I took this to mean that the initial build costs were very high and would be dropping rathering than rising from very high. It is common that the first productions lots are accerlerated to get to the market quickly and this results in extra costs even if there are now process or masking changes. I think a CFO would always say somethng similiar, therefore I assigned no special meaning to the comment.
