Bush starting his fall...........ABC found this was the first debate in which independent voters judged the Democratic candidate the winner (47 percent to 33 percent). In the two previous debates, these swing voters leaned to Bush. Overall, 41 percent in the ABC sample said Gore won the debate—and exactly the same percentage judged Bush the winner.

And there were hints in the Gallup and ABC News polls that these apparent deadlocks may not have been particularly good news for Bush, despite being regarded as the weaker debater. Both samples were disproportionately Republican, suggesting that Bush should have done better than a draw. The CBS News poll, which was conducted with a random sample of voters online, found that Gore edged Bush by a 45 percent to 40 percent margin.
