I doubt anything short of a merger would motivate them to alter the earnings date. I'm sure they are trying to pre-empt Ericsson's report which will be negative for handsets (but awesome for infrastructure) and I speculate that they will demonstrate that for 4Q their fortunes and TXN's will diverge momentarily.

I know the Chinese would like to have SCDMA eventually take as much marketshare as possible. Does QCOM's IP figure in SCDMA? (I think SCDMA is a stupid waste but who am I to question the Chinese government's wisdom.)
