In colonial times here in N. America, when the U.S. population could be measured in the thousands, it was not uncommon for 1/4 of the colonial population to be involved in some form of litigation against themselves. On a per capita rate, the colonies were far more litigious than the U.S. is currently. Yes, from what I've read it was a royal pain for everyone involved in those times. Finland has made the right choice in this regard.

You must be Finnish. All Americans learn to spell "litigious" in kindergarten.
