You forgot mention about the canaries Houston has caged on every street corner. You know the ones connected to relays so when a canary is killed by pollution, it trips a siren notifying all of Houston they must move out to the country side. They must remain there until Ralph Nader or a Democrat (whichever is first) inspects and gives the all clear signal.

There is good news though. I understand the Houston City council with a grant from Gov. Bush is buying all of Israel's surplus gas masks from the Gulf War. With the masks the citizenry can avoid those occasional mass migrations. Should really boost the City's economy as well. Gotta love that technology!
