The question isn't necessarily did they know before hand; it's why have such a lame format anyway. It is simple to ask "softball" questions with out giving the question to the candidates before hand. Just pack the audience with bogus "undecided" voters. Better to have had a moderator who hated Both Bore and the Shrub instead of that weak excuse for a pansy. Better to have a Republican pose a question to the slumlord, and a Democrat give one to Dubya. I agree about the foreign policy. But I think with the fall of the wall ten years ago, and total dominance after the Gulf war, most people are not aware of what goes on overseas or in the military. My question would have been: " I own a National Match M-14 pattern rifle Mr. Vice President. I intend to ignore any attempts at registration, restriction, and regulation. What are you going to do about it??"
