You always draw from experienced players from the last administration or two within your party. That is normal, and hardly worth commenting on. As for inexperience, well, I like Bush's team better than any available assemblage of Democrats, and so I will go with Bush.......

If you read the Constitution, foreign relations and defense are what the Administrative Department of the government is in charge of. Congress handles domestic policy, budget and spending. Judicial handles enforcing laws and the Constitutionality of the laws. Three branches, each with there own jobs to handle.
