Well, I guess that you cannot have that in a multitasking system as even if yours is the only task running on the system, the kernel scheduler is still timeslicing your "benchmark" (usually every 10ms) to check to see if any other task needs attention. Additionally the timer clock is going etc.

Having the CPU 100% to the benchmark is not possible in multi tasking systems- nor desirable as that is not a "typical" mode of operation of the computer.
