It is the reasonable basis that is key, and people posting on this thread almost always have a reasonable basis for their predictive statements. What is illegal is misleading information that a stock will rise - especially if

1. it is a low float issue, and
2. your comments are made solely to goose the price up, and
3. you sell into the price rise you caused

then they're apt to come get ya!
