I believe there's alot more than that to it.Most teachers are forced to be in the union or work in low paying parochial and private schools.Predominantly women teach in the district my wife teaches in and without said union their top scale would be $35,000 not $60,000 as that's the norm in this area's private schools.This is a district 70 miles west of Chicago.
Why aren't more young men going into teaching?Well a master's plus 40 and 20 years service only commands $60,000!Starting salaries are only mid 20's.Course we could talk about other problems public schools face foremost of which is the lack of discipline inflicted by imo the liberals who don't want their child paddled.Time outs aren't allowed and parents don't often carry thru at home when contacted by the teacher.Well I'd better leave this alone except to say it's a problem with no easy solution without parental involvement of which my wife finds little with her at risk children.Vouchers;what a joke!
