Allen had a pretty much "honorary" board position, reflecting his standing as one of the founders. After deciding to unload most of his MSFT stock, the listing of Allen as an "insider" got to be kind of an embarrassment. I don't know the details of his involvement but have been told that he rarely attended board meetings and when he did it was because some technology he was interested in was being discussed. He certainly played no role in any product decisions at MSFT.
