So there is some little disincentive to earn 50k if you expect to make 48k or if you make 55k to make less.

The labor market would adjust to his scenario by elimination of salaries in the 50-54K range. It would be a point of negotiation between labor and management. Just this scenario played out in the late 1970's when we still had bizarre marginal tax rates. People begged not to get salary increases.
