Despite the FBI's push, experts think it is unlikely that the Justice Department will complete its probe before Nov. 7, when voters will pick between Bush and Gore.

"As a practical matter, I think you're not going to get to the bottom of it in three weeks," said a Washington attorney familiar with Justice Department operations.
