Weren't they supposed to be home in '94? Either Clinton sent the troops without understanding the situation (he was being serviced while on the phone about it)or has changed the mission. Interesting that one of Clinton's EOs was that news from the Balkans has to be filtered through the White House before being released.

It's not a new issue. It was brought up twice during the debates. Bush said he wanted NATO to bear the burden of policing the Balkans.
