If you were to count Bush's tax rebates as spending, his plan is just as expensive as Gore's. Under Bush's plan, however, less money will go to the military, education, social security and debt reduction so that people with millions will receive checks from the government for tens of thousands of dollars. Welfare to the wealthy.
