The Clinton administration was the one who pulled the UN observers out of Kosovo to allow the brutatilies to escalate. Perhaps, they needed the escalation to try to justify the military occupation and the confiscation of the mines.

The only reason action escalated during Clinton's administration was the Republican Congress was more hawkish on the Balkans and pushed Clinton for action, right or wrong.

WASHINGTON (Reuters) - Republican George W. Bush (news - web sites) has opened up a four-point advantage over Democrat Al Gore (news - web sites), according to the Reuters/MSNBC daily tracking poll released on Sunday.

Sixteen days before the Nov. 7 election, the race stands at 45 percent for the Texas governor and 41 percent for the vice president in the poll of 1,206 likely voters conducted Thursday through Saturday by pollster John Zogby.
