Jeff, that appears to be a very good definition of what was named "frivulous lawsuit".

The anti-SLAPP provision was instituted to prevent money-laden corporations from silencing individuals by tying them up with expensive and time-consuming litigation. It's a step in the right direction, but not a cure-all for frivolous lawsuits in general. First of all, the anti-SLAPP legislation is at the state, not federal, level, and thus depending on where the suit is brought your mileage may vary. Second, restrictions apply to how it may be applied and to whom. As with any new law, you really don't know its limitations until it's tested at the Appeals Court level. This is why although anti-SLAPP legislation is a step in the right direction, what we really need is some federal level provision that attempts to weed out all frivolous lawsuits not just those like many of the ones cited here.
