Yes, America's Drug War began with the Nixon Administration federalizing marijuana laws into criminal sanctions. He thought, since many protesters smoked pot, that these sanctions would give him an extra device whereby he could go after those who organized demonstrations against the war, jailing organizers, thereby enhancing his own public image against them.

Regarding Bush working with Texas Democrats? Hey, all he had to do--and he did do--was get the speaker of the assembly in his back pocket. And, of course, Texas oil money and the power and influence of his dad made that real easy. Not what I'd call a genuine bi-partisan achievement.
