We have proposition 13 in California- which limited property taxes. On top of that at the moment we are further hamstrung by a requirement that school bond issues be passed with a 2/3's majority instead of a simple 51% majority. Now there is an initiative on the ballot to lower the requirement to 51%- but the odds of it passing are small.

Add to that the fact that the state now requires districts to raise 50% of the funds for new facilities in order to qualify for matching funds from the state- and you see why the bond issue is so crucial.

We are fairly despondent in our district about ever getting the money we need. The state won't even pay us what it is supposed to for our special needs kids. The State owes us money and we are trying to get it, but it isn't looking good.
