Sure it would but there is no indication of that except for Wall Street paranoia. Also, it takes a couple years to plan and build (maybe a little less for Intel with copy exact) a fab so like Forests momma said: "You never know what you're gonna get" (economy) when the thing opens up. OTOH, if you don't build them you risk capacity restraint. Damned if you do and damned if you don't. Best time to start building one is probably in a rescession if you can time one. BTW, is this Colorado FAB the building they bought from Rockwell?
