The Clinton Administration has upheld the American tradition of effective military preparedness up to that demanded by the will of the people. This kind of consideration transcends economics since most of the major powers have nuclear arms. If the military is considered weak by the people, then they will elect a regime sooner or later to restore its strength. We are not in immediate jeopardy nor are our interests world wide. The Gulf War established that any serious military confrontation is an issue for the entire world, not just the responsibility of the US. The Clinton Administration can't be blamed if we the people demand that the peace investment not be made. The peace dividend was only a reduction of military spending. This is what has occurred.
